As a contractor for a Department of Defense military support agency, ADC LTD NM was awarded 80% of the agency’s background investigations, with 20% going to another firm. Within months after the contract was awarded, this agency called on ADC to assist in reworking all the investigations conducted by the other firm. Their interviews and record, overall quality, reporting formats and timeliness failed to meet the agency’s standards, and the adjudicators could not effectively evaluate the personnel that had been investigated. As a result of the other firm’s failure, and ADC’s ability to handle a surge of cases we did not expect, ADC secured 100% of the work on the contract.
